tf.SavedModel links are broken #1122

In file https://github.com/google-research/scenic/blob/main/scenic/projects/owl_vit/README.md the download links in the last column of the "Pretrained checkpoints" table seem to be broken, while the links in the second last column (JAX Checkpoint) are fine.
