Allow Robot Accounts to Manage Robots with Full Permissions

Expected behavior and actual behavior:
When I create a robot account system to manage other projects, I wish to be able to select all permissions if I check the "Cover all projects" option.

Steps to reproduce the problem:
Create a robot account system and check the "Cover all projects" option, then try to select, for example, the Repository resource and the Pull action.
