Enable autoconsent logging via developer settings

autoconsent now allows us to configure logging. This may help the Never Consent breakage development, and can be merged into the developer tooling roadmap of our extension.

We can always build the extension to apply logging config instead. I assume this will have a better performance rather than loading config. If this expected to introduce a possible performance issue by the design, please close it.
