Is your feature request related to a problem? Please describe:

Now sync service does NOT have high availability although it can be horizontal scaling.

Describe the feature you'd like:

Two things to do:

Decrease the number of service related to sync: sync server, sync aggregate, sync writer etc.
Implement multi-instance of sync service

Teachability, Documentation, Adoption, Migration Strategy:
