My ubuntu 18.x placed syntax directory in /.local/share/org.kde.syntax-highlighting/syntax
/.local/share/org.kde.syntax-highlighting/syntax
We don't know how will it change in the future.
I believe installation should be updated with a "search syntax directory in your user directory" command. IE:
find ~ -type d -iname 'syntax'
