Adds tests for the
bsg_serial_in_parallel_out.svmodule. The PR is a draft as it is partially incomplete and needs to be cleaned up in some places.This was a fairly complex test to write as a beginner and I have a few questions on where to go.
How should I rewrite this line to depend on

How would I make it so that the test runs on multiple variations of
els_pandout_els_p? I feel like this would improve coverage and help reduce bugs.
