[New Feature]: Implement a tool to generate Ballerina record definitions from XML

Description

This requirement is to map XMLs values directly into the Ballerina record without any intermediate conversion
(i.e. XML -> JSON -> record)

Requirements

• Develop a library module to convert a XML string directly to Ballerina record(s)
• Implement a language server extension to expose the above capability via the language server
• Implement a new VSCode command (e.g. Paste XML as record) to use the above LS extension
