Feature Request: default fallback rule

What do you want us to build?
In ALB you can set a default fallback rule if no match was found. I couldn't find something similar in app mesh and I think it'll be useful to have.

I also tried working around this by defining a rule priority of 999 but it didn't solve this (maybe because I have other services with no priority)
