I'm not sure yet what it does, it seems it is triggered if a given axis is activated, and increases as the analog pointer goes from center to the limit of the axis (either positive or negative). It can take either a single effect descriptor for all axes involved, or one effect descriptor per axis if more than one axes and discrete descriptors are desired.
