Same problem. Two Win10 devices on the network, same hardware. One started without problems, and the other one can't establish a connection at all. Same problem as in the screenshot above.

With the same key/config at the same time?

If so:

Don't connect to one key from multiple devices at the same time. The connection will be unstable and result in packet loss. Generate a key for every device that you will use.

Completely different configurations on these two devices. The second device cannot connect, even if the working one is physically disconnected from the network. And there is no packet loss - the connection is not established at all.
