Limitation section

Is a limitation section now required? If so, a template without it is misleading

Per the ACL Rolling Review page, it appears that a "Limitations" sections is required for ARR submissions (since December 2023). There has been prior discussion about including it and the consensus was that the files should contain style guidelines, not content guidelines (e.g., whether or not to have a "Limitations" section); however, that was before "Limitations" became mandatory with a specific location requirement.
