Personally I would say that this isn't very helpful. With comments collapsed you can go much quicker through the text (by tab) and only open one particular comment line when you have something to add. Although I recently had some pages where almost in every line there was italic text, I guess for the majority of pages you don't have that much to comment - so expanded comments may be more of a hindrance for a swift edit.
I personally also tend to first write off the entire text and add all the comments afterwards by switching the view to pictures and comments only.
We just talked with the colleague who transcribes as well and the first thing she did after loading a page was choose "Vollansicht" to have a quick overview. She didn't mind pressing tab twice between the lines.
