Current Behavior

My spawner doesn't spwans, it has energy, so it go to 100% then go to -300%, i thoght it was because it is in a illuminated local, but even with a dark room, it doest spawn

Expected Behavior

Spawn mobs

How to Test

1. Go to 100%
2. Go to -200%
3. Spawn 1 mob
4. Go to 100%
5. Go to -300%
6. Go to 100%
7. Go to -200%

this is related to this Issue #545 pls provide us with EnderIO Version as well, your version maybe outdated and it has been fixed in latest enderio
