Does Norwegian_SAF-T_XML_Validator validate data?

Hello,

When using this tool, does is validate the data in the xml? For example, whether a specific xml tag is mandotory or not, or if the data type(text, number) is correctly used, etc?
Further, it says "Both the schema (XSD) and the SAF-T data file (XML) must be in the same folder.". Is this for tool validation? That is, "xsi:schemaLocation" is important in this case. How should the "xsi:schemaLocation" be?
