Todo: integrate translation of Rules + Instructions + License

The official US-version and the official fan-translation PDFs include the English version of the rules, an instruction for printing & handling and a license note.

We should integrate those as well. Especially translated to German.

I could suggest translations, but someone has to take care of the LateX formatting and graphics, because I have no idea how to do this.

I'd gladly accept a PR or add another contributer to the project. I currently don't have the time to take care of this project.
