add base URL config

to facilitate more reverse proxy configurations we should add a config option to set a base URL so for example if I set '/servername' as the base URL that would be prepended to all resources etc so that when I browse to domain/servername i am not sent looking for domain/resource and instead go to domain/servername/resource
