We should convert pandablocks to use FastCS.

So far https://github.com/DiamondLightSource/fastcs-eiger and https://github.com/DiamondLightSource/fastcs-odin have been converted to fastcs, I will be using these for reference.

This issue will be tackled as part of this.

I will probably split this out into multiple issues/PRs.
