Update the development getting started instructions Re-order some of the steps so that they're suitable for people just checking out the code and trying it as well as those who want to start contributing. Update the Eclipse setup instructions based on what worked for me locally. Move the Eclipse setup instructions back onto the Open Liberty Development page as it's our recommended development environment. Move some rather detailed notes about installing BND and setting the max heap size _off_ the front page and into a more appropriate place in the documentation.
