I just discovered that the problem I've been having with anime stutters in movies and tv shows that are in anime art form is actually because of the LAV Splitter not the video output, codec's source code, or anything else.
the solution is simple in Lav Splitter settings in LAV Splitter tab within Queue Settings change "Maximum Queue Memory (MB) to zero and Maximum Queue Packets to zero as well
remember that this issue happens during normal scenes when for example the camera is going from left to right slowly showing a school building.

Nonsense. Queue settings have zero effect on that.
Panning being unsmooth is due to a mismatch in video framerate and screen refreshrate. For example with 24fps video and a 60Hz screen, half the frames is repeated 2 times and the other half 3 times. Simple math: 60 = 2.5 x 24
Solution is to use a refreshrate that is a multiple of framerate. Ideally 120Hz as that covers 24/30/60fps video. Or switch screen display mode to match video.
Or use an blending/interpolation solution such as "smooth motion" option in madVR.
