CUVID/nvdec stuttering with vp9 #626

Perfect playback with LAV CUVID and MPC-BE NVDEC. |
Visually it isn't very bad. But framerate is unstable, and renderer stats graph is less smooth than with dxva2-cb. With EVR-CP turning on frametime correction improves things. |
it could be an major issue because the frame times jump by more then 8 ms and i watch this on screens with ~4 to ~8 ms frame time so they result is actually displayed on the wrong frame. it's terrible here on my end. |

source was youtube.
i tried other youtube encodes this issue is not unique to that one file.
tested with mpcVR and madVR.
the only reason i even report this is it works in mpv with nvdec and nvdec-copy.
