Tensor Unit tests for runtime errors fail in CI in Build CUDA Quantum assets tasks

Describe the bug

The test throws an Unknown c++ exception instead of the runtime error. The test works in all Build and Test tasks so we suspect libc++/libstdc++ library mismatch.
