Add Watchdog Timer Fuse Configuration #173

The on-reset watchdog timer configuration can be configured using the WDTCFG fuse to ensure that it always gets properly enabled. Currently there is no way in the UI to set these.

It would be helpful if these were added to the configuration settings on the Tools/Board menu options like the BOD.

I plan on implementing this soon and will open a PR.
