Configuration should be in /etc/galaxy
Static files should be in /srv/galaxy/static

This is however, not that easy to implement without having to set a lot of variables in the environment.

Also this has been tried with /srv/galaxy/static but this ran into errors. Maybe this should be attempted again more seriously later. Bugs can then be reported upstream.
