It is often unclear whether fields describe the metadata or the entry in the FDP. For instance, the Publisher of the Catalog entry, as well as the license and access rights. Should the person filling in the form to create the Catalog fill in their own name as the Publisher? Should be Publisher be the responsible person or organization of the actual data within the Catalog? Who decides on the license - does it apply to the Catalog entry in the FDP, or does it describe the license that applies to Resources or Datasets within the FDP? This should be decided and then clarified on the forms.
