Some countries begin with naval commanders

New Commanders
If a country wins a naval battle there is 5% chance that a new naval commander (Read-Admiral) appears. This chance is 10% for maritime nations.

Ranks
Read Admiral 1-5
Vice Admiral 6-10
Admiral 11-15
Admiral of Fleet 16-20

The presence of a naval commander at a sea battle increases the morale by 1

After each battle a naval commander has a 10% to improve ts rating (by 1-2 points) if the battle is draw, 20% if the battle is won (1-3 points)
Maritime nations have double the chances of improving (20 & 40%)
