Making the C++ folder structured

I want to enhance the folder with C++ codes such that all the problems are sorted according to topics.

I would also like to make changes in the readme file, giving steps to add questions in the particular folder with that related question.

The steps would :-

1. Make the code optimized & write time complexity in top of the code.
2. Add the code file in the folder with proper title same as the topic of the question
   OR
   It might be the case that you have solved it using a different data structure so add that solution in the folder named to that data
   structure.
