RTL support and Persian translation

Following the discussions on #518, here's a new issue for RTL support. I'm going to create a pull request soon, addressing following issues:

• Persian translation,
• RTL styles (including Bootstrap),
• functionality to switch to RTL style based on locale,
• locale numbers in various views

Thanks for the great work! Can someone update on the status of this PR? I would like to add support for Arabic and it will be very helpful to have the RTL support for doing that. Please and thanks.

Have a look at this branch on our fork: https://github.com/shahredigar/democracyos/tree/add/rtlsupport
It contains the rtl capability without Persian translation.
It's around 10 months old, so you have to rebase it to latest master.
