WB Trainee not flagging reports correctly

This is the logic for how flagging WB trainee should work:

Automatically flag reports for review if the reporter has the "WB Trainee" auth0 role AND the "Report source" is "Data corrections" or "Web banking"

Any one with WB Trainee auth0 role should be 100% flagged for both manual location creation and wb report submissions. (no one is calling at the moment so it maybe doesnt matter if it is ca or wb)

The step after that would be journeyman, where they are flagged at 15%, but i think we will just remove the wb trainee role and add in the straight journeymen role. (not sure how that will work for locations though).
