Description of the bug

The detection of moved files seems to be unreliable, module moves are not detected well. Also sometimes files are moved without sending notifications. Generally I think the difference detection engine needs a rework. This could also include a upgrade of the database with more useable data, e.g. files could include more precise information what they are, meaning one moodle module can contain different kinds of files, e.g. one intro description, intro attachments, forum posts (not just general descriptions), forum post attachments, ...

Steps to reproduce the issue

Rename an assignment and run moodle-dl again
