Resuming downloading of LCSC Database

Sometimes during the installation of the plugin, network errors ok. The system cannot resume, and when you press download, every previously downloaded part gets cleared and must be downloaded again. If you could make it possible to resume from where it ended, that would be cool

I take this as a feature request, at the moment I do not have enough time to implement this.
