Code Safety: add clang-tidy static code analyzer.

Add clang-format first, per #21.

@ElectricRCAircraftGuy Try using Microsoft VS Code with some extensions that shall solve the problem, it has built in Clangs for c++. Search for "C++" it offers a variety of options.
